Initially, she only appeared in Link's intro and victory animations for his sword weapons prior to being in a manner of speaking. This process destroys the source weapon so make sure you know what skills you want the new weapon to inherit. The base weapon should have a free Skill slot where you can transfer the skill to. Fusion is basically transferring the source weapon's skills to the base weapon you want to upgrade.
Most secondary weapons are first unlocked in adventure mode, but a few are unlocked in Legend Mode. Link's and his weapon in the Master Quest DLC pack (Wii U version) and in the base game in Legends. Epona is also listed here as despite being classified as a weapon, a horse still has character tropes. Like their weapons and heart containers (and even costumes). In Legends, they were included as standard unlockable content and thus get their own exclusive missions and rewards. All of their weapon tiers were unlocked from the start, and their heart containers were all gotten by simply leveling them up, but they had no unlockable rewards or exclusive missions.
